At the 1st Session of the thirteenth County People’s Congress in October 2006, Yuhuan set the island urbanization as the overall strategic goal in the stage to come, which would be achieved in three steps:
Step one: Yuhuan will enter the stage of island integration from now to 2020. Centering on the theme of rural development, Yuhuan will, through intensifying the efforts on integrated planning of new rural development, carry out the integration work of town and country planning, transportation, water supply, power grid, environmental sanitation, information and social security in an all-round way and speed up the development of “three economic plates” so as to promote the development from “trinity” of Chengguan, Kanmen and Chenyu to “five-in-one” including Chumen and Qinggang.
Step two: Yuhuan will enter the stage of island clustering in the period from 2020 to 2030. As required in the beautiful blueprint of “Around-Xuanmen Bay Age”, Yuhuan has basically completed the development of the 2nd-phase Xuanmen Project. As the 3rd-phase Xuanmen Project taking shape primarily, Yuhuan will make energetic efforts to accelerate the formation of central cluster by guiding the industrial proliferation and population transfer to make it the new center of urban politics and culture. In addition to highlighting commerce and finance, culture and education and recreation and tourism, it will promote the upgrading of vehicle-parts industry and the restructuring of fishery industry through quickening up the mutual amalgamation of Chengguan and Kanmen and driving the development of Jishan and Haishan to form the Gangnan cluster together. With the functional characteristics of “strengthening industry, developing commerce and suiting farming”, Yuhuan will vigorously strengthen the building of the advanced base for specialty manufacturing sector by actively guiding mutual development of Chumen and Qinggang, accelerating the industrial spring-up in Ganjiang, Lupu, Shamen and Longxi and building the Gangbei cluster in the unified way. Besides, it will, centering on the building of modern harbor and logistic c enter, promote the development and opening-up of Damaiyu Harbor to bring into being the linkage of harbor trade and industry and build the harbor cluster.
Step three: from the beginning of 2030 Yuhuan will enter the stage of island urbanization. It will form the spatial pattern of “three harbors and one center”, which is made up of Gangnan, Gangbei, Gangqu and town center by improving the internal functions of each cluster gradually and smoothing the factor flow and resource integration among clusters.
The year of 2007 is the first year to implement the strategy of island urbanization. Yuhuan will, adhering to the scientific concept of development as the guide and closely centering on the theme of urbanizing the island and building a harmonious society, further deepen such activities as the industry-upgrading year and the urban-construction promotion year, make breakthroughs in such three key aspects as development and opening-up of harbor, development of three industries and construction of new countryside, fully strengthen the safeguarding in social undertakings, social stability and grass-root organization in order to maintain the good momentum of rapid development in economic society and make a good start for implementation of urban urbanization strategy.
